statement 1 gives us his speed downstream so it is not sufficient as X is not known.
from statement 2, we can deduce that since it takes 6 hours to cover 84m downstream, in 2.5 hours the distance coevered will be 2.5*84 / 6 = 35miles so x=35 miles. from this we can find the speed in still water. Hence both statements are required.
